:: Dr. Keith Payne :: Dr. Payne, Professor and Department Head, served on the faculty of Georgetown University’s National Security Studies Program from 1983-2004, where he was awarded the Vicennial Medal. Dr. Payne is President and co-founder of the National Institute for Public Policy, a nonprofit research center located in Fairfax, VA. In 2002 and 2003, Dr. Payne served in the Department of Defense (DOD) as the Deputy Assistant Secretary of Defense for Forces Policy. He received the Distinguished Public Service Award and the office he led received the Joint Meritorious Unit Award. Dr. Payne is the editor-in-chief of Comparative Strategy: An International Journal, and is a member of the U.S. State Department’s International Security Advisory Board, the Strategic Command’s Senior Advisory Group, and the Congressionally-mandated Strategic Posture Commission. He testifies frequently before Congressional committees, and has lectured on defense and foreign policy issues at numerous colleges and universities in North America, Europe, and Asia. Dr. Payne is the author, co-author, or editor of more than ninety published articles, and sixteen books and monographs. His most recent book (2008) is entitled The Great American Gamble: Deterrence Theory and Practice. Dr. Payne received his Ph.D. from the University of Southern California.
