:: Dr. Mark T. Esper :: Dr. Mark T. Esper is Executive Vice President of the Global Intellectual Property Center at the U.S. Chamber of Comerce. He was the National Policy Director for the Fred Thompson 2008 Presidental Campaign and formerly served as the EVP of the Aerospace Industries Association of America. Dr. Esper was a Deputy Assistant Secretary of Defense for Negotiations Policy at the Pentagon. He previously served in a number of assignments on Capital Hill, including the Director of National Security Affairs for Senate Majority Leader Bill Frist, and as a senior professional staff member on the House Armed Services Committee, the Senate Foreign Relations Committee, and the Senate Governmental Affairs Committee. Dr. Esper was also Chief of Staff at The Heritage Foundation, a Washington D.C.-based think tank. Dr. Esper is a graduate of the U.S. Military Academy and a retired Army Lieutenant Colonel who spent more than 10 years on active duty, including a combat tour in the 1990-91 Gulf War. He earned an MPA from the JFK School of Government at Harvard University, and his Ph.D. at the George Washington University. He currently serves as a Senate-appointed Commissioner on the U.S.-China Economic and Security Review Commission.
