  • Chairman of the NATO Senior Defense Group on Proliferation; authored and negotiated the 2002  Prague Summit NBC defense initiatives resulting in the establishment of the first NATO chemical and biological defense battalion with full operational capability in July 2004
  • Realigned the  Cooperative Threat Reduction Program (Nunn-Lugar) to support Counter Terrorism efforts.

  • Pioneered groundbreaking study on potential impact of the use of  chemical, biological, or nuclear weapons on the Korean Peninsula, resulting in extensive reexamination of DOD strategy and preparedness

Deputy Director for Multilateral  Negotiations, OSD, 1990-1993

  • Conceived and  designed first Soviet visits to former US biological weapons sites; led US negotiating team during visits resulting in defection of key Soviet scientist  and contributing to Yeltsin’s acknowledgement of a Soviet biological weapons  program
  • OSD representative on interagency negotiating team to the Chemical Weapons Convention negotiations at the Conference on Disarmament in Geneva
